..b.. ~ ..~ ..
John Day
From: Linda Grist
Sent: Thursday, January 11, 2007 1:58 PM
To: John Day
Subject: RE: Resolution -English as the Offiaal Language
I am writing you In response to the below a-mail. In following NCGS §163-165.5A "In every county or
municipality where the Hispanic population exceeds six percent (6%) in accordance with the most recent
decennial federal census, all instructions to the voter for ballots shall be printed in both English and Spanish. The
state Board of Elections shall prepare a Spanish translation of ballot instructions for local board of elections".
Since Cabarrus County has over 6% Hispanic in Concord and Kannapolis, we must in certain circumstances print
instructions in Spanish.
Also, we are mandated to follow the instructions and rules of the State Board of Elections not inconsistent with the
laws of North Carolina. Therefore, we must distribute Registration forms and other materials as the State Board
directs. We do not use the services of a translator.
Linda C. Last night the Board asked for comments from department directors regarding how such a
policy would impact the operations of their departments. Please read item number 4 carefully - it states that all
programs, publications, documents, etc., will be in English only. The way I read it, no language other than English
will be spoken or written while conducting the county's business.
Please be brief and concise in your assessments, and include a list of any publications or documents used by
your departments that are in a language other than English. Please also indicate if you ever use the services of a
translator (staff member or contractor).
Forward this information to me by noon on Tuesday, January 16~'. Thank you for your assistance in this matter
John
John Day
County Manager
Cabarrus County
PO Box 707
Concord, NC 28026-0707
1/16/2007
- `1
