~DICICSON
oommuniN Inharhuctur0 coneulMnls
February 21, 2006
Mr. Steve Little, Director
Cabarrus County Parks and Recreation Department
2323 Concord Lake Road
Concord, North Carolina 28026.0707
Re: Change Order Request for
North Cabarrus Park -Phase III
Parking Lot Issues
Cabarrus County, NC
WKD M 405tx'1.01.CL
Dear Steve:
When the phase of this project was being planned, there was no sail testing preformed an
tha site due to small area of construction. A site observation of the area did not indicate
any issue of poor soil. The site was grassed with a hill that could be cut and used for fill of
the parking facility extension. By do so this would scale a new flat playing area over
looking the pond and in the center of the trail system. The preparations for the parking lot
tbes8ing firml fromt Charlotte. Theaproblems that occurbed ingthe remialn nig 6C has of f iII
become veryunusual. The discussion by the Contractor, Owner and Consultants are
outlined below which will explain the problems and possible solution to complete the
parking lot:
The subsurface of the existing ground was proof rolled after the grass and
waps observed by Steve Whaley of WK Dickson and Londa Strong ofeCabarrus
Gounty Park and Rec. The proof roll showed that the land was stable and the
amount of'pumping was minimal to a small area near the rear of the parking lot
in a natural low area. WKD, Owner representative and Gary Lefler of Ike's
discussed the condition and worked up a recommendation on site to use same
fabric underlayment to be placed under the fill to bridge the small amount of
pumping. This is a standard practice and rnmmonly used.
The next step was to begin the flil process and Trigon was obtained to observe
the fill placement. Trigon tested each lift of soil and found that the fill was very
good soil with an optimum moisture content and a compaction of 95 to 9896 in
each layer. The compaction rates follow standard light duty pavement sections
requ(rements for compactton.of minimum of 9596 compaction to within the
upper 12 inches and than 98 to 10096 was recommended by the spec(flcatfon
of the bidding documents.
The final Ikyer to get the parking lot to sub grade was to be compacted and
tossed, buticoncretewas delivered fqr the curb Islands and the soil rutted
severeiy. The truck almost got stuck. The soil had become very unstable almost
over night: Trigon came out to visually review assess what could have
616 Colonnade Drive
Charlotte, NC 28205
Tel: 704.34,5348
Fax 704.334.0078
www.wkdickson.com
Nath Carolina • South Carolina • Georgia • Florida
F-a~
