Resolution Naming County Park Site at Pharr 1Vlil1 Road <br />WHEREAS, a 37+ acre County Park site scheduled to be opened later dais year with three <br />shelters, pond improvemebt with pier, playground, volleyball courts, trails, picnic sites, and park <br />support structures is currently under construction <br />WHEREAS, the park is part of a county-wide vision for pazks described in the Livable <br />Community Blueprint: a vision endorsed by the county and municipal governments in Cabarrus <br />County. <br />WHEREAS, as part of the comprehensive vision outlined in the Livable Community Blueprint, <br />the park is proposed to be linked by a future greenway along Rocky River. <br />W~IEREAS, in addition to providing for the recreational needs of the surrounding community <br />and the County at-large, the site contains - as an adjoining out pazcel - one of the oldest <br />cerraeteries in the county owned by the Rocky River Presbyterian Church. <br />'WHEREAS, Canterfield LLC/Landcraft Properties donated the land for the pazk site <br />WI~R.EAS, a total budget of $1,102,119 was provided for construction with $602,199 from the <br />Cabarrus County Board of Commissioners and the remainder coming from twa separate <br />$250,000 grants from the North Carolixxa Parks and Recreation'IhtstFand and the United States <br />Federal Land and Water Conservation fund. <br />VvHERI/AS, in 2006, the Cabanas Board of Commissioners approved the "Cabarrus County <br />Policy and Procedures far Naming Parks and Recreation Facilities" to be administered by <br />County staff and the Cabarrus County Parks and Recreation Commission. <br />WHEREAS, per the aforementioned policy, County staff sent out notices and collected <br />suggestions from Cabarrus County citizens over a period exceeding the pninlmum constraints of <br />tlxe naming policy. <br />WI-IEREAS, on February 15, 2007, asubcommittee -comprised mainly of Cabamzs County <br />Pazks and Recreation Commission members residing zteaz the site -met and reviewed nearly a <br />dozen entries and the suggested the name "Pha~~ Mill Road Park" <br />~rHEREAS, on March 15, 2007, the Cabatrus County Parks and Recreation Commission met at <br />the Harrisburg Town Hall Council Chambers to hoid a hearing to hear comments and <br />suggestions on names for the park site. <br />WHEREAS, per Article I Section 3 of the "Cabarrus County Policy and Procedures for Naming <br />Parks and Recreation Facilities" the "final decision for naming of Cabanas County pazks.. ,shall <br />be made by the Cabarrus County Board of Commissioners" <br />~`~ <br />
