The Piedmont Cardinal <br />Plan..... <br />Medicaid Managed Care Waiver for <br />Mental Health and Substance <br />Abuse <br />Allows for a waiver of freedom of <br />choice of providers so that the LME <br />can determine the size and scope <br />of the provider network. <br />Allows for reinvestment of <br />Medicaid savings in alternative <br />services. .~.~r - - <br />Target Populations <br />Include...... <br />People with: <br />• Developmental Disabilities <br />• Severe and Persistent Mental Illness <br />• Seriously Mentally III <br />• Children with Severe Emotional <br />Disturbance <br />• People who abuse are addicted to <br />substances <br />• The PBH waivers have been <br />successful in managing the rg owth <br />of Medicaid expenses. <br />• PBH counties have therefore had <br />less Medicaid match expense than <br />other counties in the state for <br />behavioral health services. <br />Who will be served? <br />• Target Populations are people <br />with the most severe <br />disabilities <br />• They will receive the most <br />services and support in the <br />new system <br />• However, services will also be <br />provided to the general public <br />who are in need of care <br />The Current Fiscal Picture <br />in North Carolina..... <br />• State funding has n been a source of <br />system expansion and development for <br />more than a dozen years. <br />• State Funding has been literal)y flat for <br />all of that time, and because it has not <br />been adjusted for either inflation or <br />population ~rowth it has been a <br />continuous y shrinking resource. <br />• Last year the General Assembly passed <br />new funding for new services such as <br />Crisis Care, but not to expand existing <br />services. <br />~' <br />
