Memo <br />To: Cabarrus County Board of Commissioners <br />From: Susie Zakraisek, AICP, Planning and Zoning Manager <br />CC: File <br />Date: May 21, 2007 <br />Re: Text Amendment C2007-04-ZT-Chapter 13, Section 13-12 Zone Change Filing Procedures <br />Attached you will find proposed changes to the noticing standards estabiished in the ordinance for rezonings that <br />invoive 50 or more parcels to address the concems that the Board of Commissioners raised regarding "mass <br />rezonings" in Cabarrus County. In addition to meeting the standards established in the state statutes for rezonings of <br />50 or more parcels, the text amendment includes additional criteria for Cabarrus County Zoning Ordinance that an <br />individual notice also be sent to the impacted property owners. This wouid include anyone whose property is being <br />rezoned and anyone who lives next to or across the street from the proposed rezoning. This would be a Cabarrus <br />County Zoning Ordinance specific condition used by staff for noticing rezonings in addition to meeting the minimum <br />standards established in the state statutes for requests that include 50 or more parcels. <br />The Planning and Zoning Commission voted unanimousiy to adopt the standards on May 17, 2007. <br />Please review the materials and be prepared to vote on the proposed revisions to the Cabarrus County Zoning <br />Ordinance. <br />~~I <br />
