User-specific local <br />limits for appropriate pollutants of concem shall be included in wastewater permits. The Executive Director may impose <br />mass limits in addition to, or in place of, concentration-based limits. <br />2.4 Stete-Reexi~emext~Rule of Strin¢encv <br />The most strin~ent limitations and requirements on pretreahnent of discharees to a POTW in effect. whether imposed by <br />WSACC. state or federal eovprnment, shall apply The user will be requ'~red to implement such pretreatment as <br />necessarv to com~lv with the applicable standards. °:~«;~:;::°^•°^~° ^^a ,:^-:~^«:~°° ^° a:°°~°-°°° °~°" °°°,., :° °°. <br />2.5 Rieht Of Revision <br />WSACC reserves the right to establish limitations and requirements which are more stringent than those required by <br />either State or Federal regulation if deemed necessary to comply with the objectives presented in Section L 1 of this <br />ordinance or the general and specific prohibitions in Section 2.1 of this ordinance, as is allowed by 40 CFR 403.4. <br />2.6 Dilution <br />No user shall ever increase the use of process water or, in any way, attempt to dilute a dischazge as a partial or <br />complete substitute for adequate treahnent to achieve compliance with the limitations contained in the National <br />Categorical Pretreatment Standards, unless expressly authorized by an applicable pretreatrnent standazd, or in <br />any other pollutant-specific limitation developed by WSACC or State. <br />2.7 Pretreatment of Wasf,ewater <br />(a) Preheahnent Facilities <br />Users shall provide wastewater treatment as necessary to comply with this ordinance, and wastewater permiu <br />issued under Section 42 of this ordinance and shall achieve compliance with all national categorical <br />pretreatrnent standards; local limits and the prohibitions set out in Section 2.1 of the ordinance within the time <br />limitations as specified by the EPA, the State, or the Executive Director, whichever is more stringent. Any <br />facilities necessary foc compliance shall be provided, operated, and maintained at the user's expense. Users <br />shall not dischazge wastewater requiring treatrnent either directly or indirectly to WSACCs wastewater <br />heatment system without first notifying and obtaining approval from the Executive Director. Detailed plans for <br />the vretreatment facilitles simed and sealed bv a North Cazolina Professional Eneineer shal] be delivered to <br />and received by WSA~C for review and an "Authorization to ConstrvcP' shal] be issued bKWSACC prior to <br />construction of the pretreatment facilities The user shal] be solely resgonsible for the desi~n construction and <br />operation of such pretreahnent facilities as may be necessarv to comklv with the nrovisions of this ordinance. <br />18 <br />~` 1 <br />
