The review of such plans and <br />operating procedures and the issuance of the "Authorization to ConstrucY' will sha}} in no way relieve the user <br />from the responsibility of modifying the #asility facilities as necessary to produce an effluent acceptable to <br />WSACC under the provisions of this ordinance. My subsequent changes in the pretreatment facilities or <br />method of operation shall be reported to and be approved by the Exewtive Director prior to the user's initiation <br />of the changes. <br />(b) Additional Pretreatment Measures <br />(I) Whenever deemed necessary, the Executive Director may require users to restrict their dischazge <br />during peak flow periods, designate that certain wastewater be discharged only into specific sewers, <br />relocate and/or consolidate points of dischazge, separate sewage waste sheams from industrial waste <br />streams, and such other conditions as may be necessary to protect the POTW and determine the user's <br />compliance with the requ'vements of this ordinance. Susoension of wastewater treatmem service shall <br />be subjectto Section 8.1(fl. <br />(2) Grease, oil and sand interceptors shall be provided when, in the opinion of the Executive Director, <br />they are necessary for the proper handling of wastewater containing excessive amounu of grease and <br />oil, or sand; except that such interceptors shall not be required for residential users. All restaurants <br />and slaughtering operations shall have grease interceptors or grease removal facilities. All interception <br />uniu shall be of type and capacity approved by the Exewtive Director and shall be so located to be <br />easily accessible for cleaning and inspection. Such interceptors shall be inspected, cleaned, and <br />repaired regulazly, as needed, by the user at the'v expense. <br />(3) Flow Equalization. The Executive Director may require any person dischazging into the POTW to <br />install and maintain, on the property and at their expense, a suitable storage and flow-control facility <br />to ensure equalization of flow. A wastewater discharge permit may be issued solely for flow <br />equalizatioa Such facility shall have a capacity of at least eighty (80) percent of the normal volume <br />of one (I) twenty four hour production period of wastewater and outlet to the sewer contro]led by a <br />waterworks-type controller, or other approved device, the setting of which shall be directed by the <br />Executive Director. <br />(4) Control Manhole. Any person discharging non-domestic wastewater into WSACC's sanitary sewer <br />shall construct and maintain a suitable control manhole to facilitate observation, measurements and <br />sampling of all wastewater including domestic wastewater from the industry. The control manhole <br />shall be constructed downstream from any treatment, storage or other approved system at a suitable <br />and satisfactory location and built in a manner approved by the Executive Director or his designee. <br />(5) Measuring Device. Where a storage tank is not required, the control manhole shall be equipped with <br />a permanent type volume measuring device such as a nozzle, or other device approved by the <br />Executive Director. The manhole shall be installed by the person discharging the wastewater at his <br />own expense and shall be maintained by him so as to be safe, accessible and in proper operating <br />condition at all times. <br />(6) Interrupted Service Note. Notice shall be given to the Executive Director or his designee when <br />normal industry will be interrupted for sevenry two (72) hows or longer and wastewater will not be <br />avai]able for discharge, or when a change of process is contemplated or malfunction of the treahnent <br />faciliry occurs or is anticipated which will alter demands on the wastewater treatrnent facilities. <br />Normal operations shall include allowance For ]egal holidays and other announced plant shutdowns. <br />19 <br />~"~ <br />
