Any person engaging in the transport of septage, wastes from chemical toilets or other liquid or semi-liquid wastewater <br />for the purpose of disposal shall be referred to herein as contracters haulers. Contracters haulers shall be allowed to <br />empty wastewater permitted by this subsection into the sewer system at designated structures located at the POTW <br />subject to the following limitations and conditions: <br />(a) ~ conuact hauler aronosine to discharge_pump and haul wastes to the POTW must first aoply for and <br />receive from the State of North Cazolina Department of Environment and Natural Resources - Solid Waste <br />Division a permit to oroerate a sentaee manaeement firm and dischazee such waste to the POTW. ~efere <br />..«l. ..l..d..o .. ~ 0.,..., ,.60...:....1 w.:ie~.. ;..t.. t6e ~ ,n~mm ~r tho Bn~r~v <br />. The ^°-'~°„e„~-~,.o°F«'~° permit number shall must be prominently <br />displayed by the contracteF hauler on the cab of the truck or on the tank in which sludge or waste is transported. <br />(b) The contracte~ hauler must apply for and receive a se~tage dischazge permit from WSACC, accompanied by <br />the applicable fee prior to discharging to the POTW. By accepting the permit to introduce septic tank sludge <br />and chemical toilet wastes derived only from domestic sources into the sewer system the contracteF hauler <br />agrees to dump or empty such sludge and waste only at designated struchves, at such times as are established <br />by the POTW, and to maintain these structures and the area surrounding them in a proper condition of <br />cleanliness. Such waste sha11 not violate Section 2 of this ordinance or any other requirements established by <br />WSACC. <br />(c) The contracteF hauler shal] not empty into the sewer system a~ gease trap wastes. <br />(d) The contracteF hauler shall not empty into the sewer system any industrial wastes without prior written <br />approval from WSACC. The contracteF hauler must provide any and all information, including sampling <br />analysis, requested by the Executive Director. <br />(e) In addition to qermit reauiremenu WSACC mav require the contract hauler to provide with every load a <br />re~resentative samale of the waste to be dischazeed. For any sampling and analvsis conducted bv WSACC on <br />the ~umn and haul waste WSACC may include the wst incurred for such samnline and analvsis on the <br />contract hauler's next sewer usa¢e bi11. The contractex hauler may also be required to <br />provide the name, address and phone number of the customer for which the sample was provided. <br />(fl Upon failure to maintain structures in a proper condition of cleanliness, failure to have a currently valid permit <br />from the North Carolina Deparhnent of Solid Waste or failure to pay chazges due to WSACC as hereinafter <br />provided, WSACC may deny a contracteF hauler permission to dispose of s~~#i~:t~slu~ge-and waste ~n <br />ehe~nisa~teilets into the sewer system and/or revoke or susaend the discharee aermit. WSACC will notify the <br />Cabarrus Health Alliance 8e~art+tienF and/or State of such denial of permission to any contracte~ hauler. <br />(g) Failure of the contracteF hauler to comply in accordance with the ordinance or sefltage discharee permit or the <br />submission of false or misleading information on an application may result in revocation of permit and/or <br />penalties as provided for in Section 8. <br />(h) The contract hauler is responsible for anv and all damaees resultin~! from improper handline and/or spillaee. <br />(i) User fees shall be established at a rate to recover the cost of treatrnent and administration of the contract hauler <br />program. Fees and payment policy shall be approved by the Boazd of Directors and shall be paid in <br />accordance with the procedure established by the Executive Director. <br />21 <br />~S " ~ <br />
