(c~ Final Action On Wastewater Discharee Permit Applications Q) The Executive Director shall take final action on all applications not later than 90 days following receipt of a complete application. (2) The Executive Director is authorized to: (A+) Issue a wastewater dischazge permit containing such conditions as aze necessary to effectuate the purposes ofthis ordinance and N.C.G.S. 143-215.1; (B}i) [ssue a wastewater dischazge permit containing time schedules for achieving compliance with applicable pretreahnent standazds and requirements; (C+ii) Modify any permit upon not less than 60 days notice and pursuant to Section 4.4 (b) of this ordinance; (D'+v) Revoke or sus~end a any permit pursuant to Section 8.1 of this ordinance; (Ev) Deny a permit application when in the opinion of the Executive Director such dischazge may cause or contribute to pass through or interference of the POTW or where necessary to effectuate the purposes of N.C.G.S. 143-215.1; and SesNetad-a ~et~niE (Fvi) Determine based on the application, that the applicant is not an SIU. (d) Permit CondiNons (I) The Executive Director shall have WSACC to gant a permit with such conditions attached as he believes necessary to achieve the purpose of this ordinance and N.C.G.S. 143-215.1. Wastewater dischazge permiu shall contain, but are not limited to, the following: (i) A statement of duration (in no case more than five years); (ii) A statement of non-transferability; (iii) Applicable effluent limits based on categorical standazds or local limits or both; (iy) Applicable monitoring sampling, reporting notification, and record keeping requirements.
