(1) Wastewater discharge permits aze issued to a specific user for a specific operation. A Permittee mav <br />not assien trapsfer or sell a permit or anv rieht or obligation in a permit to another user or person. ft <br />(2) Wastewater d~scharge_permits may be uansferred to a new owner or operator onlv if the Permittee <br />reguests of WSACC a transfer at least sixty (60) days in advance of the proposed transfer and <br />WSACC ap~roves the wastewater dischazge~ermit transfer Within five (51 business davs of the date <br />(A1 States that without prior notification to and approval by WSACC, the new owner and/or <br />operator a~rees not to make any change or expansion in the manufacturing[production <br />and/qr_preheatment process used bv the Permittee, which has potential to impact the <br />char~cteristics or volume of the discharge or the manner in which the dischar e i~s re ul~ ated• <br />(B) Identifies the specific date on which the pronosed transfer is to occur: and <br />~C 1 Ackqowledaes and accepu full responsibilitv for complyine with all terms and provisions of <br />the wastewater discharge permit to be transferred. Failure to comply fully with the <br />provjsions of this ordinance renders the wastewater dischar~e permit void as of the date of <br />facility transfer. <br />(d) Permit Reissuance <br />A SIU shall apply for permit re~ssuance by submitting a complete permit application in accordance with Section 4.2 a <br />minimum of 180 days prior to the expiration of the existing permit. <br />SECTION S - REPORTING ItEQUIREMENTS <br />5.1 Baseline Monitorina Reoorts <br />(a) Within either one hundred eighty Q80) days after the effective date of a categorical pretreatment standazd, or <br />the final administrativa decision on a category determination under 40 CFR 403.6(a)(4), whichever is later, <br />existing sategedsal industrial users who are subject to the standard and aze currently discharging to or <br />scheduled to dischargc to the POTW shall submit to the Executive Director a report which contains the <br />information listed in paragraph (b) below. At least ninety (90) days prior to commencement of their dischazge, <br />new sources, and soutces that become categorical users subsequent to the promulgation of an applicable <br />categorical standazd, shall submit to the Executive Director a report which contains the information ]isted in <br />paragraph (b) below, q new sowce shall report the method of pretreatment it imends to use to meet applicable <br />categorical standards.
