LOGAN SYSTEMS, INC. EXHIBIT A
Post Office Box 20844, Greensboro, NC 27420
February 15, 2007 I-800-342-2208/ Fax: (336) 299-9905
Ms. Linda McAbee
Register of Deeds
Cabamis County Courthouse
65 Church St. SE
Concord, NC 28025
Re: Land Record Index and Image Conversion Proposal
Dear Ms. McAbee:
In prior years, Logan Systems completed the conversion of all land record images
back to January 1, 1983, the first yeaz of your computerized index. This proposal Focuses
on the methods to increase the amount of land record data in a seazchable digital format.
This includes indexing data as well as images.
There are four sets of index books to complete the history of the County. For the
purposes of this proposal, I will group these books together with the images that aze
associated with the index book time frames.
Imaged Index Proiects
By scanning the original index books in their current form, we will not increase
the potential liability of the Register or the County because Logan Systems will scan the
existing index books, not making any changes to the official record. Once scanned, we
will apply the images to softwaze that we have developed that will allow the public to
search grantor or grantee index information by name. For your office, the softwaze will
need to be modified to allow for the three different types of index books in your history.
The first set of index books covers land record filings from January 1, 1968
through December 31, 1982. These index books aze in order by last name. Therefore,
Logan Systems can scan these books, and create a database of the index names for
seazching. To accomplish this, we will key in all of the last names and business names
and the pages included with these names. Therefore, the search result would be the fast
page where the last name or business appeazs. From there, the user will be able to access
the images if they have been digitized by typing in the appropriate book and page.
For your next.two sets of books (1938-1967 and 1892-1937) you have an unusual
system in which each name appears to be its own "set-out " For these books, we take the
searcher to the lazge section that contains each of the names in the alphabetic range. All
of the index pages will be available to the user. In addition, we will list all of the names
(set-outs) on the left side of the screen. To access these names, the user will select the
name and all index pages for that name will be available to the user. From either index
search result, the user will be able to access the images if they are in a digital format.
F~(a
