Edward Byrne (JAG) Grant Notification <br />The Concord Police Dept, Kannapolis Police Dept, and Cabarrus County Sheriff's <br />Office, are in the process of jointly filing a Justice Administration Grant (JAG) to <br />purchase a NarTest Drug Identification System. The NarTest NTX 2000 is a <br />forensic drug testing unit that utilizes scientific technology to analyze even the <br />most minute substance sample in just minutes using special fluorescence <br />signatures. This equipment can identify heroin, cocaine, methamphetamine, and <br />marijuana which represents 84% of all drug used in this country. The company is <br />in the process of making enhancements in the future to detect other drugs and <br />even explosives. <br />This equipment will eliminate the need for officers to wait for weeks or months <br />to receive mailed responses back from the State Bureau Laboratory which means <br />criminal cases can be prosecuted faster. Previous decisions in both state and <br />federal courts have established a scientific reliability test for before technology <br />can be introduce into evidence during a criminal proceeding, and the Nartest has <br />met the reliable scientific standards.
