~-. SITE EVALUATION
M1C~IIOIfIMr EI IW
Introduction
Site evaluatinn is the initial portion of the predesign phase of the Cabarrus County Jail. Ware 13onsall Architects was charged with
evaluating the relative merits of four potential sites (see Figure 1 "Preliminary Site Evaluation"), all of which are located in downtown
Concord, to dereunine which will present the most feasible location for new jail construction. Size, configumtioq topography, and
proximity to existing and potential future courts' locations were, among others, primary considerations.
Of the four sites evaluated, three were reviewed for their ability to accommodate law enforcement and jail construction only, while the
fourth could accommodate both law enforcement/jail and courts construction. Each si[e was initially reviewed Eor its ability m house
jail and law enforcement construction of dre [oral projected 265,000 square feet, including associated intake, service, and staff parking
requirements. Site 4, because of its substantially larger size, was also evaluated for its potential ability cu house both jail and law
enforcement construction, and future courts construction.
All of the sites evaluated are currently surface parking lots, either partially or completely paved. For three of the sites, and the most
probable buildable area of the fourth, neither topography nor vegetation presented a significant concern. However, the expansion of Site
4 for future development does present the most severe topographic change. The impact of Unified Development Ordinance
reyuirements on each sire was reviewed, in particular the limitation of building height in the Center Ciry zoning district to 72 feet.
Preliminary Site Evaluation
Figure 1 - Vreliminary Si[e Evaluation
April zt>na
G•ti
WB.1
