`,~-~ SITE EVALUATION <br />M1Cl M~v~ <br />~iplill GlplW <br />Site 2 <br />Sire 2 consists of County-owned property of approximately 60,000 syuxre feet, or just under t.5 acres, extending from Church Street to <br />Di<Cachern Street, immediately to the south of the SouthTrust Bank building. The site is currently occupied by a paved parking lot. <br />The site's elevation decreases significantly from Church Street to McCachem Avenue. There is no significant vegetalion on the site; the <br />entire site is paved, ocher than some small landscaped areas at its east end. Surface drainage is removed by city storm sewers; although <br />in its current completely hard-surfaced condition there is significant accumulation oEfwst-moving surface water at the lower <br />(McCachem Avenue) end of the site daring periods of heavy rain. This condition would have to be addressed should chaz portion of the <br />site have to accommodate intake or service functions. <br />Although the slope of the site with access from two sweets suggests that a traditional sweet-front entry could be developed on Church <br />Sereer, with service and intake functions occurring ac a lower level on the less visible iblcCachem Street elevation, [he relatively small <br />site foo[ptint limits its candidacy as a jail site. As indicated in Figure 3, although the projected ?65,000 square foot space need for law <br />enforcement and the jail could be accommodated in a sfx-level building this would leave an unacceptably small area for vehicle access <br />and parking. This would probably be sufficient for the jail's intake and service requirements but would leave no room for any staff or <br />visitor parking for either the jail or the Sheriffs Department, making [he acquisition of additional adjacent property (either the <br />SouthTrust Bank site or the commercial property ro the southeasd mandamry. The secure nature of the jail/Sheriffs administration <br />facility would preclude any parr of such parking from being shared by the public at any time. <br />Site 2 <br />Figure 3 <br />Apri~2004 ~ WB.1 <br />G -'1 <br />
