r~„~~ SITE EVAL[JATION <br />X`~^r ice"--•-=-~enx'~~ <br />Direct access m the current courthouse is not possible from this site, so transportation oEinmates to court would have to be by vehicle. <br />The distance from jail to courts is minimal, which could allow smaller groups of inmates to be moved back and forth between facilities <br />several times daily as needed, rather than requiring large groups of inmates to he moved at once. While transportation of inmates to and <br />from the courthouse would not present a sign cant time or distance concern, it sluould be noted tha[ for any remote site additional scaf} <br />will may be required to supervise inmate movement out of the jail and into vehicles, drive the vehicles, and escort the inmates to <br />receiving areas in the rourthouse, The normal contingent of court security staff (bailiffs, security screening personnel, etcJ will na be <br />able to perform this function, nor will staff with direct supervisory responsibility for any holding area within the courthouse. <br />Phis sire currently lacks a defined sweet edge and allows surface parking [o occupy land that could be devoted ro government/business <br />use. Much of ehe downtown area, outside of the main section of Union Street between Cabarrus Avenue and Corbin Avenue, lacks a <br />strong street edge or urban character and is characterized by alternating streeafront buildings and surface parking lots, which breaks the <br />rhythm of traditional downtown development. Occupation of any of the sires would provide the County with an opportunity to <br />strengthen the urban fabric of downmwtr, however, ajail/law enforcement building is probably not the best use of this site, especially <br />with its proximity co the intersection oEChurch Street and Cabarrus Avenue, which has recently received special historic designation. It <br />is anticipated that street-front commercial development, with some potential residential component above ehe ground floor, will be <br />emm~raged in the immediate area, and a jail will almost certainly have a negative impact nn such development. <br />IJse of Si[e ?for jail/law enforcement construction would also serve to effectively separate the County's func[ional centers in <br />downtown Concord, isolating die jail and Sheriffs administrative functions from the rest of the County's activity centers.
