~`.~"'~-~ SITE EVALUATION <br />nr~wrd~ <br />w <br />Site 3 <br />Site 3 consists of approximately 60,000 square feet, less Than L5 acres, currently ocatpied by the paved packing lot located berneen <br />Barbrick Avenue and Corban Avenue on the north side of Spring Streer. Topography is relatively flat, and ocher than minor landscaping, <br />the en[ire site is paved. Vehicle access is provided from Barbrick Avemte (one way traffic m the west, away from the courthouse) and <br />Spring Street. There is a small commercial block building ar the southwest corner of the site, at the intersection of Spring Street and <br />Corban Avenue. The eastern edge of the site is bounded by the rear fa4ades of x bock of his[orically significant two story <mamercial <br />buildings, whore main envances face Union Streer and the coutthouse. <br />Acquisition of the commercial property at the intersection of Spring Street and Corban Avenue would be reyuired, along avirh the <br />demolition of the approximately 3,300 syuare foot concrete block building on the site. Sire demolition evould require the removal of <br />approximately ?5,000 syuare feet of asphalt paving and concrete sidewalks and curbs. I[ is anticipated that the existing commercial <br />buildings facing lJnion Sweet would remain in place and would require some service vehicle access ro their rear entrances, so the site <br />area has been adjusted accordingly. <br />Many of the concerns presented Eor Site 2 are present with Site 3. The county's functional centers in downtown Concord arc again <br />separated, isolating the jail and Sheriffs administrative functions from the rest of the County i activity centers.
