At the time of the application for reservation of capacity, all applicable zoning <br />designations and districts must be place. <br />Section 15-6 Application Processing <br />i. Staff Reviev~ <br />If the application for development review (preliminary plat or site plan for multi- <br />family projects) is complete, the reservation of capacity application is complete <br />and the submission requirements have been complied with, the Zoning <br />Administrator will forward the application to the appropriate review agent for <br />compliance with the Adopted Level of Service and submit a recommendation in <br />the staff report. <br />2. Determination <br />The determination of whether public facilities are adequate is made as part of <br />the procedure for approving the development application (see Criteria). <br />If the reservation of capacity review determined that mitigation is required for <br />the project to proceed, once a Development Order has been granted from the <br />appropriate jurisdictipn, the applicant shall enter into a Consent Agreement with <br />the Cabarrus Countyi Board of Commissioners for the project. <br />3. Decision <br />The Reviewing Agency's decision must include the following, based upon the <br />application and evid@nce in the record: <br />• the nu~ber of dwelling units proposed by the Applicant, by type, <br />for eac Public Facility; <br />• the phdsing of the proposed development, if applicable; <br />• the sp8cific Public Facilities impacted by the proposed <br />• the extent of the impact of the proposed development in the <br />applicable Impact Areas; <br />• the Capacity of existing Public Facilities in the Impact Areas that <br />will be Eimpacted by the proposed development; <br />• the deimand on existing Public Facilities in the Impact Areas from <br />existin and approved development; <br />• the availability of Existing Capacity to accommodate the proposed <br />development: and <br />• if Existing Capacity is not available, Planned Capacity and the year <br />in whidh such Planned Capacity is projected to be available. <br />DRAFT TEXT OPTION 2 <br />8/20/2007 - 10 - <br />C:\Documents and Setti~tigs\gkhoneycutt\Local Settings\Temporary Internet <br />Files\OLK7\APFO_draftfgrBOCoption2_08_20 07_meeting.doc <br />~-a <br />
