Cabarrus County Emergency Management <br />Date: August 29, 2007 <br />To: Cabarrus County BOC <br />John Day, County Manager <br />From: Bobby Smith, EM Director <br />Dave Hunter, Emergency Planner <br />Subj: Emergency Power System for Cox Mill High School <br />Currently our emergency power systems in our schools are only designed to provide emergency <br />lighting and refrigeration during power outages. Our schools emergency power systems are not <br />designed to provide power to other areas that would be needed during shelter operations. To be used <br />for shelters during emergencies, at a minimum we would need emergency power to support the <br />kitchen, dining, gyms, locker rooms and common areas of [he school. <br />During the ice storm of 2002 we had to re-locate a shelter at a school after it was opened due to [he <br />loss of power in the area. The school's generator only services the emergency lighting and the <br />refrigeration systems. Without heat, lighting and hot water, the shelter could not remain open. <br />The cost for the base requirements for emergency power as planned now for Cox Mill High School is <br />$100,000. To upgrade the facility to be able to support shelter operations, which includes adding <br />power and lighting to the kitchen, dining, gyms, locker room and common areas, would be $370,000. <br />For an additional $270,000 for this school project, we will be able to provide a shelter site that can be <br />sustained during power outages. It should also be noted that this school is located in a high growth <br />area, and an area where we have limited shelter capabilities. This site could also be added to our <br />McGuire Emergency Response plan as a second reception and sheltering site. <br />We are asking that you approve this upgraded emergency power system to the new Cox Mill High <br />School. <br />Cabarrus County . 65 Church Street, SE..
