FRANK LISKE SOCCER COMPLEX <br />OPERATING COMMITTEE MINUTES <br />August 30, 2007 <br />Submitted by Randy Daniels <br />Attending: Londa Strong, Jim Biggers, Mark Kincaid, Pat Cannon, Nick Cherico, <br />Daniel Araujo, Kyle Bilafer, Jim Carriker, Mike Downs, and Randy Daniels. <br />Items of Business: <br />The voting members of the Frank Liske Park Soccer Complex Operating Committee are <br />Pat Cannon (Interim) for FCCA, Dawn Simpson for City of Concord, and Randy Daniels <br />for Cabarrus County. <br />Email communications will be sent to Kyle Bilafer, Jim Biggers, Pat Cannon, Dawn <br />Simpson, Mark Kincaid, Londa Strong, and Randy Daniels. <br />Agreed that Cabarrus County reserves the right to cancel any activity on a field or the <br />entire complex due to the condition of the fields. It was also decided that if necessary the <br />complex would be closed during the winter months due to excessive cold, rain, snow, etc. <br />Discussed the mowing schedule, dates the complex will be closed, and the maintenance <br />schedule. (Copy of schedule attached) Mowing will be on Mondays and Thursdays. <br />Field scheduling-partners are to provide a more detailed schedule of days, times, and <br />fields instead of "block" scheduling. Any new events will require a minimum advance <br />notice of 72 hours to the Frank Liske Park Office. <br />The Olympic Development Program scheduled in January was discussed. There are <br />concerns about turf damage at that time of the year. Any damage would not recover until <br />the summer. The issue of economic impact was discussed. This item will require further <br />discussion. It was decided to have Jim Biggers with Carolina Green to evaluate the fields <br />at the end of the season. <br />We also discussed again the proposal to make the soccer complex a "Youth Only" <br />complex for youth eighteen (18) years old and under through the 2011 season. At that <br />time the committee will evaluate the turf conditions and progress of the complex. At that <br />time it will be decided if we should continue that arrangement or terminate it. We feel <br />that more turf damage results from adult leagues and play than from youth play. The <br />City of Concord, FCCA, and Cabarrus County all voted unanimously for this proposal. <br />Members were asked to review the current contract agreement regulating the soccer <br />complex. At the next meeting we will discuss the agreement and make recommendations <br />for revisions. <br />~'S <br />
