MEMORANDUM <br />To: Cabarets County Boazd of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information for Pendleton Subdivision <br />Date: 9/21/2007 <br />The Pendleton subdivision project was approved by the City of Concord Planning and Zoning Board <br />on May 15, 2007. This subdivision project is approved For 88 single family homes and 90 multi- <br />family townhome units on +/- 80.3 acres and is located on Crestmont Drive. The specifics of the <br />agreement axe as follows: <br />• Developer -Pendleton/Concord Partner, LLC, Sam Newell Road, Suite 100, Matthews, NC <br />28105. <br />• Payment of $4034 per single family lot will be due at Final Platting. <br />• Payment of $1331 per multi-family townhome unit will be due prior to building permitting. <br />• Proposed build out schedule is calendar year 2008, no more than 24 multi-family townhome <br />unit building pemrits will be issued and no more than 20 single family lots will be platted; <br />Calendar year 2009, no more than 24 multi-family townhome unit building permits will be <br />issued and no more than 20 single family lots will be platted; <br />Calendar year 2010, no more than 24 multi-family townhome unit building permits will be <br />issued and no more than 20 single family lots will be platted; <br />Calendar year 2011, no more than 18 multi-family townhome unit building permits will be <br />issued and no more than 20 single family lots will be platted; <br />Calendar year 2012, no more than 8 single family lots will be platted. <br />The APFO worksheet filled out by Mx. Robert Kluttz with Cabazets County Schools indicates that <br />schools impacted by the Pendleton subdivision project are currently functioning at the following <br />capacities: <br />Note: These percentages are based on the 10'" day enrollment Sgutes from September 10, 2007 <br />W.M. Irvin Elementary School - 93.38% <br />Concord Middle School - 90.73% <br />Concord High School - 80.34% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Pendleton subdivision project: <br />W.M. Irvin Elementary School -124.88% <br />Concord Middle School - 97.69% <br />Concord High School - 84.55% <br />A replacement school for A.T. Allen Elementary is projected for 2008 to relieve W.M. Irvin, Mt. <br />Pleasant and A.T. Allen elementary schools. This school is in the Revised 15-Year Facilities Plan <br />presented to the Board of Education on February 2007. Land, architectural and engineering work is <br />to be funded in February 2008. <br />Cabarrus County Schools operating at 110% capacity are considered to be operating at maximum <br />capacity. <br />The Subdivision Lot Inventory Spreadsheet has been updated through October of 2007. <br />G-jo <br />
