MEMORANDUM <br />To: Cabarrus County Boazd of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information for Crescent Circle at Concord <br />Mills Multi-Family Apartrnent Unit Project <br />Date: 9/21/2007 <br />The Crescent Circle at Concord Mills Multi-Family Apartrnent Unit project was approved by the City <br />of Concord Planning and Zoning Board on January 16, 2007. This multi-family apartment unit <br />project is approved for 624 apartment units on +/- 108.0693 acres and is located on Thunder Road. <br />The specifics of the agreement axe as follows: <br />• Developer -Crescent Resources, LLC, 400 S. Tryon St., Suite, 1300, Charlotte, NC 28202. <br />• Payment of $1331 per multi-family apartment unit will be paid in full for all 312 multi-family <br />units prior to the issuance of any building permit in 2008. <br />• Payment of $1331 per multi-family apartment unit will be paid in full for all 312 multi-family <br />units prior to the issuance of any building permit in 2009. <br />• Proposed build out schedule is calendar year 2008, no more than 312 multi-family apartment <br />unit building permits will be issued, Calendar year 2009, no more than 312 multi-family <br />apartment unit building pemxits will be issued. <br />The APFO worksheet filled out by Mx. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Crescent Circle at Concord Mills Multi-Family Apartment project are <br />currently functioning at the following capacities: <br />Note: These percentages are based on the 10~ day enrollment figures for September 10, 2007. <br />Cox Mill Elementary School - 75.44% <br />Harris Road Middle School - 113.96% <br />Northwest Cabarrus High School -124.74% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Crescent Circle at Concord Mills Multi-Family Apartment project: <br />Cox Mill Elementary School -114.26% <br />Harris Road Middle School - 174.42% <br />Northwest Cabarrus High School -181.38% <br />In the 15 Year Facility Plan anew high school is proposed in 2009 in the western part of the county <br />to relieve Northwest Cabazrus and Jay M. Robinson. Land has been purchased for the new high <br />school. The complete construction of the new high school is to be funded in February 2008. A new <br />middle school is proposed in 2009 in the south central part of the county that would relieve Harris <br />Road. Land has been purchased fox the new middle school. Architectural and engineering work is to <br />be funded in February 2008. Also, a new elementary school is proposed in 2009 in the noxthwestem <br />part of the county to relieve Cox Mill and W. R. Odell. Land, architectural and engineering work is to <br />be funded in February 2008. <br />Cabarrus County Schools operating at 110% capacity axe considered to be operating at maximum <br />capacity. <br />The Subdivision Lot Inventory Spreadsheet has been updated through October of 2007. <br />G-~~ <br />
