The County or the Council shall notify the other party if the administrator changes during the contract period. 5. Compensation and Method of Payment. The County shall be compensated for the work end services actually pertormed under this contract by payments to be made monthly by the Council. However, the total compensation and reimbursement to be paid the County under this contract shall not exceed the sum of $847854 In grant funds. The request for reimbursement may only Include purchases In compliance with the Centreline Area Agency on Aging Home and Community Care Block t3rent Procedures end receipts For invoices must be maintained in the County files for review. by the Area Agency on Aging. The terms set forth in this agreement for payment are contingent upon receipt of grant funds from the North Carolina Division of Aging and Adult Services. 8. Reimbureement of Service Costs. The County will report to the Area Agency on Aging, on e monthly basis, and in the form specfied by the Area Agency, the allowable expenditures to be reimbursed under this contract. The amount of allowable expenditures reported will be reduced by the amount of program Income received for the service for the month reported. 7. Collection of Non-Federal Matching Resources. There Is a 10% matching requirement for the County for this service. in no case shall the local match directly or indirectly consist of federal or state funds from any source nor may any of the funds paid the County hereunder be used to match any other federal or state funds. (The amounts end sources of the non- federal match are described In the County Funding Plan for services submitted to the Area Agency on Aging and which the Council has reviewed.) 8. Fidelity Bond Rgquirement. The County represents that it has, or will secure all personnel required to perform the selvlcea provided for under this contrect. Such personnel shall not be employees of the Council, nor shell such personnel have been employees oP the Council during any time. within the twelve (12) month period Immediately prior to the date of this contrect, except with the express written consent of the Council's Executive Director. Except ae herewith provided the County shall procure a fidelity bond for all persons authorized to receive or disburse Project funds. Non-governmental agencies shall procure either a blanket:fldelity bond or name schedule fidelity bond. The bond IimR for persona authorized to rocelve end disburse Brent funds shall be the amount of compensation detailed in paragraph b or $100,000, whichever Is less. 9. Approval of Subcontract or Assignability. The County shall not assign ail or any portion of Its Interest In thl~ contract. Any purohase of services with Home and Community Care Block t3rent funds shall be canted out In accordance with the procurement end contracting policy of the County or, where applicable, the Council, which does not conflict with procurement ~-3
