To ensure adequate review and evaluation of the work, and <br />proper coordination among interested parties, the Council shall be kept fully informed <br />conceming the progress of the work and services to be performed hereunder. Council's <br />staff will conduct scheduled on-site assessments and may also make unannounced visits for <br />the purpose of evaluating the County's work. <br />11. Accounting. The County shall maintain complete accounting records sufficient to document <br />receipts and expenditures of state grant funds under this agreement. All accounting records <br />should be maintained in accordance with the North Carolina Local Government Budget and <br />Fiscal Control Act and fhe Centreline Council of Governments Area Agency on Aging Home <br />and Community Care Block Grant Procedures Manual dated July 1997, a copy of which has <br />been provitled to the County. <br />12. Inspections. Authorized representatives of the Council and the North Carolina Division of <br />Aging and Adult Services may at any reasonable times review and inspect the program <br />activities and data collected pursuant to this contract. All reports and computations <br />prepared by or for the County shall be made available to authorized representatives of the <br />Council and the North Carolina Division of Aging and Adult Services for inspection and <br />review at any reasonable times in the County's office. Approval and acceptance of such <br />material shall not relieve the County of Its professional obliga8on to correct, at Its expense, <br />any errors found in the work. <br />13. Maintenance of Records. The County shell maintain all financial and program records for a <br />period of three (5) years from the date of final payment under this contract, for inspection by <br />the Council, the North Carolina Division of Aging and Adult Services, and the Comptroller <br />General of the United States, or any of their duly authorized representatives. If any <br />litigation, claim, negotiation, audit or other acton invoNing the County's records has been <br />started before the expiration of the flue-year period, the records must be retained unfit <br />completion of the action and resolution of all issues which arise from k. <br />14. Compliance with Requirements of the Council, United States Department of Health and <br />Human Services and North Carolina Division of Aging and Adult Services. The County <br />agrees that It Is fully cognizant of the rules and regulations promulgated pursuant to Titte III <br />of the Older Americans Act of 1985, as emended, and that all services will be performed in <br />strict Compliance with such existing regulations and any such regulat[ons valldry <br />promulgated subsequent to the execution of thts agreement. Tha County shall be bound by <br />the appNCable terms and conditions of the Notification of Grant Award executed by the <br />Council and the North Carolina Dlvislon of Aging and Adult services. Said Notification of <br />Grant Award is on file In the office of the Council, and is hereby made a part of this <br />~=3 <br />
