MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information for Fiances Haven Subdivision <br />Date: 9/21/2007 <br />The Frances Haven subdivision project was approved by the Town of Harrisburg Planning and <br />Zoning Boazd on September 19, 2006. This subdivision project is approved for 20 single family <br />homes on +/- 9.616 acres and is located on Tom Query Road. The specifics of the agreement aze as <br />follows: <br />• Developer -Charlotte 23, LLC, 4830 Albemarle Road, Chazlotte, NC 28205. <br />• Payment of $4034 per single family lot will be due at Final Platting. <br />• Proposed build out schedule is no more than 201ots platted in 2008. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Frances Haven subdivision project are currently functioning at the following <br />capacities: <br />Note: These percentages are based on the enrollment figures from September 24, 2007 <br />Harrisburg Elementary School - 95.78% <br />GC. Griffin Middle School -124.03% <br />Hickory Ridge High School - 66.34% (Note: High School opened with Grades 9-11) <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Frances Haven subdivision project: <br />Harrisburg Elementary School - 120.33% <br />C.C. Griffin Middle School - 203.01% <br />Hickory Ridge High School - 107.72% <br />The Critical Facility Project List of the Revised 15-Yeaz Facilities Plan presented to the Board of <br />Education includes a new elementary school in 2008, southeast of Rocky River Elementary and <br />another one in 2009 south of Harrisburg. Funding for land, architectural and engineering work was <br />approved by the Board of Commissioners at the October 15, 2007 meeting and will become available <br />in February 2008 for the elementary school southeast of Rocky River Elementary. Funding has not <br />been identified, nor land secured, for the elementary school south of Hamsburg. These schools <br />would relieve A.T. Allen, Harrisburg, and Rocky River Elementaries. A new middle school is <br />included in the plan for 2009 south of NC Highway 49 that would relieve C.C. Griffin. Land has <br />been purchased and funding for architectural and engineering work was approved by the Board of <br />Commissioners on October 15, 2007 and will become available in February 2008. Additional capital <br />funding is needed for the elementary school south of Hazrisburg. <br />The three schools mentioned above have been included on the Revised Critical Facility Project List <br />of the Revised 15-Year Facilities Plan presented to the Board of Education on February 22, 2007. <br />The 2008 elementary school southeast of Rocky River Elementary and the middle school south of <br />NC Highway 49 aze listed in the top five on the Revised Critical Facility Project List. <br />n ''1` <br />
