November 7, 2007 <br />Mr. Mike Downs <br />Cabarrus County Governmerital Center <br />65 Church Street, SE 104 Washington Lane, SE <br />Concord, NC 28026 Concord, NC 28025 <br />Dear Mr. Downs: <br />It is my understanding there have been some questions arise recently regarding the brick work on <br />the housing building at the new Cabarrus County Jail facility. 1 would like to offer you some <br />information that I think may be pertinent to this subject. <br />I was a member of an Appearance Committee back in the spring and summer of 2005. I served <br />on this committee with Heath Ritchie, Todd Burg and several others. It was our charge to <br />discuss and make recommendations regarding the appearance of the buildings, in particular the <br />Annex along Corban Avenue and the housing building along Union Street. As I live on <br />Washington Lane and walk by the housing building several times each week I was most <br />interested in what the exterior of this building would look like. I recall our committee discussing <br />the use of precast cells at those meeting and no one from the City objected. There were no <br />objections to using precast cells as it was discussed that the architects had intentions of either <br />dyeing the cells a brick color to match the rest of the building, stamping them to look like brick, or <br />covering them in adhered thin brick. Everyone was in agreement that any of those options were <br />acceptable. 1 know there was absolutely never a proposal by the architecture firm's <br />representatives at those meetings to leave the cells exposed and unfinished in any way. They <br />were always represented in the renderings with some kind of nice finish on them. <br />I am hopeful this information will prove beneficial to you and end some of the confusion that may <br />be surrounding this issue.
