MEMORANDUM <br />To: Cabazrus County Boazd of Commissionexs <br />Ftom: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information for Crescent Apartments at <br />Kannapolis Multi-Family Apartrnent unit Project <br />Date: 11 /28/2007 <br />The Crescent Apartments at Kannapolis Multi-Family Apartment unit project was approved by the <br />City of Kannapolis Planning and Zoning Board on July 5, 2006. The site plan was revised and <br />approved by the Kannapolis Planning and Zoning Board on February 2, 2007. This multi-family <br />apartment unit project is approved for 580 apartment units on +/- 58.54 acres and is located on <br />Kannapolis Parkway. The specifics of the agreement are as follows: <br />• Developer -Crescent Resources, LLC, 400 S. Tryon St., Suite 1300, Charlotte, NC 28202. <br />• Payment of $1331 per multi-family aparment unit will be paid in full fox all 290 multi-family <br />units prior to the issuance of any building permit in 2009. <br />• Payment of $1331 per multi-family apartment unit will be paid in full for all 290 multi-family <br />units prior to the issuance of any building permit in 2010. <br />• Proposed build out schedule is calendar year 2009, no more than 290 multi-family apartment <br />unit building permits to be issued, calendar year 2010, no more than 290 multi-family <br />apartment unit building permits to be issued. <br />The APFO worksheet filled out by Mx. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Crescent Apartments at Kannapolis Multi-Family Apartment project axe <br />currently functioning at the following capacities: <br />Note: These percentages are based on the enrolhnent figures from October 22, 2007. <br />Charles E. Boger Elementary School - 77.75% <br />Northwest Cabarrus Middle School - 107.88% <br />Northwest Cabarrus High School -123.68% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Crescent Apartments at Kannapolis Multi-Family Apartment <br />project: <br />Charles E. Boger Elementary School -131.75% <br />Northwest Cabarrus Middle School - 138.12% <br />Northwest Cabarrus High School - 180.32% <br />In the 15 Year Facility Plan the Cox Mill High School is projected to open in 2009 to relieve <br />Northwest Cabarrus and Jay M. Robinson High Schools. Land has been secured and funding for site <br />development was approved by the Board of Commissionexs on October 15, 2007 and will become <br />available in February 2008. A new middle school is proposed fox 2009 in the south central part of the <br />county to relieve Northwest and Harris Road Middle Schools. Funding has not been approved, nor <br />land secured fox the south central middle school project. A new elementary school is proposed for <br />the northwestern part of the county for 2009 to relieve W.R. Odell Elementary School. Land has <br />been secured and funding fox architectural and engineering work was approved by the Board of <br />Commissioners on October 15, 2007 and will become available in February 2008. <br />Additional Information: The 15-Year Facilities Plan addresses the capacity issue in the wester part <br />of the county where we aze experiencing rapid~owth as follows: <br />
