MEMORANDUM <br />To: Cabarrus County Boazd of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information fox Rocky Glen <br />Date: 11 /30/2007 <br />The Rocky Glen subdivision was approved by the Cabarrus County Planning and Zoning Boazd on <br />July 19, 2007. This subdivision is approved fox 49 single family lots on +/- 35.989 acres and is <br />located on Rocky River Road. The specifics of the agreement are as follows: <br />• Developer -Randall T. Scribner, 4110 French Fields Lane, Harrisburg, NC 28075. <br />• Payment of $4034 per lot will be due at Final Platting. <br />• Proposed build out schedule is no more than 141ots to be platted in 2008, no more than 17 <br />lots to be platted in 2009 and no more than 181ots to be platted in 2010. <br />The APFO worksheet filled out by Mx. Robert I{luttz with Cabarrus County Schools indicates that <br />schools impacted by the Rocky Glen subdivision axe currently functioning at the following capacities: <br />Note: These percentages are based on the enrollment figures from October 22, 2007. <br />Rocky River Elementary School -112.98% <br />C.C. Griffin Middle School - 123.86% <br />Central Cabarrus High School - 95.35% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Rocky Glen subdivision project: <br />Rocky River Elementary School - 196.07% <br />C.C. Griffm Middle School - 202.67% <br />Central Cabarrus High School -130.77% <br />The Hickory Ridge High School opened August 27, 2007, providing relief at Central Cabarrus High <br />School. <br />The 15 year plan identifies a new elementary school in 2008, southeast of Rocky River Elementary on <br />the Grace Development site, and another elementary school in 2009, south of Harrisburg. Both of <br />these schools would relieve A.T. Allen, Bethel, Harrisburg, and Rocky River elementary schools. <br />Land has been secured for the Grace Development site and architectural and engineering work was <br />approved by the Board of Commissioners for the southwest elementary school on October 15, 2007. <br />This funding will become available in February 2008. A new middle school is included in the plan for <br />2008, south of NC Hwy 49 that would relieve C.C. Griffin, J.N. Fries and Mt. Pleasant middle <br />schools. These three schools have been included in the Revised 15 Year Facility Plan presented to the <br />Board of Education on February 22, 2007. <br />Additional Information: The Revised 15-Year Facilities Plan addresses school capacity in the <br />Central Cabarrus District as follows: <br />~~/ <br />
