<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />A RESOLUTION ON ILLEGAL IMMIGRATION <br /> <br />WHEREAS, the United States is a nation of immigrants that has <br />encouraged immigrants lawfully seeking a better life, and this nation has <br />constructed laws and policies to make sure people of all nationalities <br />can legally enter our country andeventually claim citizenship; <br /> <br />WHEREAS, it is now estimated that our nation's illegal immigration <br />population may be as high as 20 million individuals with at least <br />500,000 new illegal aliens pouring across our borders every year or <br />42,000 a month; <br /> <br />WHEREAS, the social expenses of illegal immigration for health care, <br />education, and law enforcement are occurring at the rate of $30 billion a <br />year according to a recent economic study of the impact of illegal <br />immigration; <br /> <br />WHEREAS, a recent WALL STREET JOURNAL article notes, "In the <br />ten months ending tt& July 24,2005, border agents in Tucson, Arizona, <br />arrested 375,000 illegals, and more than 28,000 had criminal records <br />and dozens more came from potentially worrisome countries such as <br />Iraq and Yemen; <br /> <br />WHEREAS, with the ever-present threat ofterrorism and the ever-rising <br />cost of providing government services to illegal immigrants; <br /> <br />BE IT THEREFORE RESOLVED that the Cabarrus County Board of <br />Commissioners meeting on Monday, December 19,2005, do hereby: <br /> <br />1. Direct the County Manager to implement to the fullest extent those <br />provisions of PERSONAL RESPONSIBILITY AND WORK <br />OPPORTUNITY RECONCILIATION ACT OF 1996 (PRWORA) <br />permitting agencies administering state and local benefits to deny such <br />benefits to illegal aliens and to participate in the SYSTEMATIC ALIEN <br /> <br />Q;-L1 <br />
