Page 1 0[2

Pam Dubois

From: Sara Shippee [Sara.Shippee@nctreasurer.com]
Sent: Monday, February 27,2006 12:55 PM
To: Pam Dubois
Subject: RE: [heur] Question about School FBA

Hi,
No, we have no statistics about School FBA relative to student population. Number of students is not a piece of
data that we collect. However, I could possibly run a report based on the County population if that would give you
helpful information. Remember, the relationship between the BOE and the County determines much of how much
School FBA is allowed to accumulate versus the number of students.

It looks like to me from G.S. 115C-430 that if there is more than one school unit in a county that all moneys have
to be appropriated equitably based on ADM.

Sara S. The article was
great but the figures date back to 1987. Also ,a budget question: When two school districts ask for additional
funding during the year due to increase in students, can you give them a lump sum of money or do you have to
given them equal amounts based on ADM?

Have a great weekend.

Pam Dubois

From: Pam Dubois
Sent: Thursday, February 23, 20068:31 AM
To: 'Sara Shippee'
Subject: RE: [heur] Question about School FBA

Thanks

Pam

C-5

3/3/2006
