The file included is a scan of an old lOG article on fund <br />balance available written by Lee Carter and Jack Vogt in 1989. The emphasis is on taxing authorities but there <br />are some brief references to schools. Our position is that schools should have enough for cash flow purposes and <br />that it doesn't help the County and its bond rating if the schools hold the cash rather than the County. Another <br />consideration is that there is a mandate by law that the county must fund the schools if there is an emergency. <br />Different counties fund their schools differently. Some give much of the money up front and others keep a very <br />short leash like W-S/Forsyth where the County basically funds an impress account for the schools.
