Cabarrus County Tax Administration
Land Records Division
J. Brent Weisner, Tax Administrator

March 24, 2006

TO:

Board of County Commissioners of Cabarrus County

FROM:

Ted Cisine, Land Records Manager

Brent Weisner, Tax Administrator feW
Determination of the Cabarrus County Boundaries

THRU:

RE:

Backl!round: During the mid 1990's Cabarrus County requested that the North Carolina
Geodetic Survey (NCGS) aid us in establishing our boundaries with surrounding counties by a
resolution in accordance with GS 153A-18. The NCGS surveyed the line between Cabarrus and
Iredell Counties and both counties passed resolutions to accept this survey, Cabarrus County on
January 20, 1998. On September 28, 1999, the NCGS advised Cabarrus County that they were
prepared to help establish the remaining boundaries with Rowan, Stanly, Union, and
Mecklenburg Counties. The preliminary ground work was done to find the original survey
markers from when Cabarrus County was formed in 1792 and from additional surveys from the
1800's and 1900's. The first ofthese to be established was the boundary between Cabarrus and
Mecklenburg Counties. Due to unforeseen difficulties in establishing that line, the NCGS used
up all of its funding and was unable to complete the lines with Union, Stanly, and Rowan
Counties. In talking with the NCGS, they are now able to complete those other lines and are
willing to help us establish them. However, due to the amount of time that has passed since we
formally requested their assistance, they informed that we must re-request them to help us.

Additionally, Jonathan Marshall, Special Boundary Commissioner for Cabarrus County has
tumed over all data he had pertaining to the county line to the Tax Department.

Recommendations: Pass a new resolution requesting the NCGS to assist us by surveying and
mapping the actual location ofthe county lines shared with Rowan, Stanly, and Union Counties.
This resolution should include naming Ted Cisine, Cabarrus County Land Records Manager as
the Special Boundary Commissioner for Cabarrus County since Jonathan Marshall is no longer
involved with the project.

Cabarrus County Assessor
65 Church Street SE, Concord, NC 28025
Post Office Box 707, Concord, NC 28026
Phone: 704-920-2127 Fax: 704-920-2111

~~
~!1H!~J!!!11Y
NORTH (;AROLlNA

F-5
