Alamance-Cabarrus County Jail Medical Exhibit

This document is an exhibit to an inter-local agreement between Alamance and Cabarrus
County North Carolina of even date herewith. Cabarrus County Sheriff's Office has committed
to Alamance County to make every effort to control the transport population by administratively
assessing and evaluating each eligible inmate in the areas of offense(s) charged (absolutely no
violent offenders) and medical related issues. Alamance County will not be deliberately
indifferent to serious medical needs of an inmate but will timely invoke the procedures set forth
herein.

Specifically, without limitation, Cabarrus County shall be financially liable for:

a. Medical care provided to any Inmate as a result of hospitalization; (Cabarrus
County will also be responsible for providing an officer to stand by for duty during
the duration of that hospital admission.)

b. Ordinary expenses for Imnate medical care including all expenses for any illness
as an outpatient or in-patient of the Center Infirmary (See Medical Agreement
between Alamance and Cabarrus County).

c. The cost of replacing eyeglasses and dental prosthetic devices. Replacement will
be made only if the Inmate was using the damaged or lost eyeglasses or dental
device at the time of commitment to the Center, the eyeglasses or dental devices
are broken or lost while the Imnate is incarcerated at the Center, and only upon
prior approval ofCabarrus County.

Though the existing Cabarrus County Inmate Medical Healthcare contract is with
Southern Health Partners, it does not specify coverage of inmates not in the "physical" custody at
the Cabarrus County Jail Facility. This exhibit serves as the medical guide for those Cabarrus
County inmates incarcerated in the Alamance County Jail Facility, in which coverage is assumed
by Cabarrus County. This agreement is between Cabarrus County and A1amance County and
does not include Southem Health Partners. .

Alamance County will have all bills forwarded to Cabarrus County for all Cabarrus
County inmates who reql.lire any type of medical care.

Prescription Medications: Alamance County will notify Cabarrus County of any
prescription medications that A1amance County's physician prescribes for Cabarrus County
inmates. Alamance County's physician has full authority to prescribe these medications as
for any inmate housed at the Alamance County Detention Center. Cabarrus County will
provide the Alamance County Detention Center with a form for reporting these medications
back to Cabarrus COQllty.

Oil-site trips for non-emergency medical, dental or mental health car: will be
monitored by Alamance County's physician. The Alamance County physician has full
authority to handle aU situations that is required for the well-being of all inmates housed at

F-21
