<br /> <br />Cabarrus County <br />Emergency Management <br /> <br />Date: May 8, 2006 <br /> <br />To: Cabarrus County Board of Commissioners <br /> <br />From: Bobby Smith, Emergency Management Director <br /> <br />Subj: Homeland Security Grant for Radiation Monitors <br /> <br />The Department of Homeland Security has awarded a grant to Cabarrus County to <br />purchase equipment to aid in emergency response to key asset facilities in Cabarrus <br />County. No matching county funds were required for this grant. This grant was limited to <br />specific equipment needed to support protective action plans developed by the NC <br />National Guard for Cabarrus County. <br /> <br />We are purchasing Ludlum Portal Monitors with car adapter kits. These monitors detect <br />the presence of radioactive materials. The monitors function similar to metal detectors in <br />that people walk through the devices to be scanned for radiation exposure. The car <br />adapters allow the monitors to be extended to allow for the drive-through of vehicles <br />needing scanning. This process will save us valuable time due to our emergency <br />personnel not having to use hand held devices to manually scan people and vehicles. <br /> <br />These monitors will be used at large public venues such as Lowe's Motor Speedway and <br />Concord Mills Mall in accordance with our protection plans for those facilities, and will <br />allow for a more efficient monitoring system for detecting radiation exposure. The <br />monitors will also be used at our monitoring and sheltering operation that we provide in <br />support ofthe McGuire Nuclear Facility Emergency Evacuation Plan.
