<br />Executive Summary <br /> <br />This plan is the third three-year update to the original Cabarrus COtulty Solid Waste <br />Management Plan (SWMP) dated Jtule 1997. This plan was prepared in accordance <br />with N.C. General Statute 130A-309.09A (b) for the purpose of meeting local solid <br />waste needs and protecting public health and the environment. The sections of the <br />plan are ordered as listed in the General Statute. <br /> <br />Through implementation of this comprehensive solid waste management plan and <br />the plan updates that follow every three years, the Cabarrus COtulty planning area <br />provides for the management of solid waste and its reduction. The planning area <br />includes Cabarrus COtultyand the following municipalities: Kannapolis, Motult <br />Pleasant, Midland, and Harrisburg. The City of Concord has an agreement with BPI <br />for disposal of waste at the Lowes Motor speedway landfill and is not participating in <br />this plan. <br /> <br />Cabarrus COtulty incurred an 18% increase in the per capita solid waste disposed <br />between the 2006 update and the last 3-year update in 2003. This is due, in large part <br />to the increasing amOtult of C&D waste disposed at several of the COtulty's C&D <br />landfill facilities. The total amotult of C&D materiallandfilled increased by almost <br />40% since the last update. Since 1997, C&D waste has increased from 1% of the <br />COtulty's waste stream to almost 45%. <br /> <br />Comparing the C&D tonnages and percentages to the per capita disposal rates <br />indicates that recycling and other waste reduction practices such as; composting and <br />mulching services and workshops; electronics and paper recycling and preferred <br />reuse policies; recycling drop-off facilities; and education programs in the schools <br />throughout the COtulty are working. However, in order to meet long-range waste <br />reduction goals as a whole at the current rates of C&D disposal, the COtulty must <br />devise recycling and/ or reuse practices for C&D materials. <br /> <br />Cabarrus COtulty's current and long-range vision is for a comprehensive waste <br />management program. This program provides disposal capacity, waste collection <br />services, and waste reduction programs to all members of the commtulity at a <br />reasonable price. The vision includes the elimination of improper disposal of waste <br />and expanded waste reduction opporttmities that are convenient for residents. The <br />vision is for a community that understands the environmental benefits of waste <br />reduction and proper waste disposal. The community foresees some financial <br />expenditure, but intends to keep them at a reasonable level. <br /> <br />Cabarrus County intends to keep with its current solid waste collection and disposal <br />and recycling programs. As discussed in the previous update, Cabarrus COtulty has <br />hired a recycling coordinator and opened a household hazardous waste collection <br />facility.
