<br />17. Develop and maintain relationships with individual NC Department of Commerce <br />economic development representatives to hear their perspectives and <br />recommendations; discuss projects they are working and how the County may fit their <br />prospects' needs. <br />18. Develop and maintain relationships with other economic development allies such as <br />businesses that are financially contributing to the EDC, the Convention and Visitor's <br />Bureau, Concord Downtown Development Corporation and others who benefit from <br />economic development activities. <br />19. Coordinate with Chamber of Commerce and local education and training institutions <br />in the area of Workforce Development and provide information from local businesses <br />about the supply and quality of available labor and specific needs for improvement. <br />20. Respond to referrals from participating local governments. <br />21. Develop a comprehensive economic development plan that specifically describes <br />the requirements and strategies necessary for achieving the most successful economic <br />development program possible. Such a plan was developed by the firm of Leak-Goforth <br />and completed by the fall of 2005. <br /> <br />For FY 2006-07, the County will reimburse the EDC for the costs of providing services <br />at a level substantially similar to those provided by the EDC in FY 2005-06, up to <br />$36,500 per month. <br /> <br />B. MARKETING AND RECRUITMENT SERVICES <br />In addition to the above, the Cities of Concord and Kannapolis will provide the EDC with <br />supplemental revenues of $60,000.00 and $40,000.00 respectively for the term of this <br />contract to promote Cabarrus County as the best place for targeted industries to locate <br />their businesses. The Town of Harrisburg will contribute $5,118.00 for the same <br />purpose. The Towns of Midland and Mt. Pleasant will be invited to participate based <br />upon a $5,000.00 contribution from each to the EDC. Each town will be allowed to <br />submit a list of five names for consideration for appointment to the EDC Board. One <br />person from each list will be selected for appointment by the EDC Board. EDC will <br />develop and implement an aggressive marketing plan that provides for program <br />analysis and measurement while also making business recruitment trips and other <br />contacts to increase penetration into desired target industries by performing the <br />following: <br /> <br />Activities: <br />1. Develop and implement a multi-year marketing plan including targeted advertising <br />and supported by the production of high-quality demographic, economic, and <br />promotional material to be used for direct mail, prospect visits, business recruitment <br />trips, trade missions and follow-up contacts. Plan should include milestones to gauge <br />program success and for fine-tuning the program. <br />2.
