Project Summary <br /> <br />Springsted Incorporated proposes a comprehensive approach to the <br />Classification and Compensation Study System for Cabarrus County. <br />An updated classification and compensation plan will improve morale <br />among employees and ensure the most effective use of available funds. <br />The primary purposes of the study are to: <br /> <br />. Respond to changing market conditions <br />. Recognize changes in employees' duties and responsibilities <br />resulting from workplace productivity and organizational <br />changes <br />. Acknowledge increases in the complexity of employees' jobs <br />due to advances in the state of the art <br />. Ensure internal equity and consistency among Similar posItions <br />. Ensure that salaries and benefits are extemally competitive with <br />comparable public and private sector employers in appropriate <br />labor markets. <br /> <br />Project initiation will involve meetings with the County Manager and the <br />Director of Human Resources to establish working relationships. with <br />departlnent directors to review organizational arrang,ements, staffing, <br />mission, goals and objectives, with employees to discuss project <br />objectives and procedures and to answer any questions they may have <br />relating to the proj ect. <br /> <br />Through written Position Analysis Questionnaires and selected job audit <br />interviews, employees will provide the information necessary to <br />determine specific duties, responsibilities and job requirements, and to <br />prepare new or updated class descriptions. <br /> <br />Springsted will use our Systematic Analysis and Factor Evaluation <br />(SAFEOl)) system to evaluate each job in the workforce to determine its <br />relative worth within the organization. We will also develop and <br />distribute a comprehensive salary survey so that a reasonable and <br />accurate comparison and analysis of salary and wages for like or similar <br />jobs can be developed. Fair Labor Standards Act status for each position <br />will also be determined. <br /> <br />Finally, methods of transition and costs of implementation will be <br />developed and study data will be presented to County officials orally and <br />in writing. <br /> <br />Details of these processes are presented in the following sections. <br /> <br />F - I ~ C.b."".
