<br />WHEREAS, this board is of the opinion that the citizens of "Odell" should <br />be allowed to complete their incorporation effort without the <br />threat of future infringements, such as annexation <br />or the running of utilities by other cities. <br /> <br />NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners for the County <br />ofCabarrus in North Carolina as follows: <br /> <br />1. That all municipalities within the borders of Cabarrus <br />County suspend all annexations in the North West Area of <br />Cabarrus County into their corporate limits <br />until a comprehensive study of the economic impact and <br />legalities of such annexations, and the "Odell <br />Incorporation" effort be considered complete. <br /> <br />2. That all municipalities in Cabarrus County be urged to help <br />in this comprehensive study for the benefit of all the <br />citizens ofCabarrus County. <br /> <br />3. That'a copy of this resolution be forwarded to each member <br />of the governing body of the Cities of Concord, Kannapolis, <br />Harrisburg, Midland, Mt. Pleasant, Harrisburg and the <br />Interim Board of the Incorporation of Odell. <br /> <br />4.
