<br />Subject: <br /> <br />Purpose: <br /> <br />Policy: <br /> <br />Competitive Bidding <br /> <br />Define the County's position on competition <br /> <br />It is the duty of the Purchasing Agent to solicit bids and proposals in an environment whereby competition among a <br />sufficient number of potential vendors exists. Specifications should be developed in a manner conducive to <br />competitive bidding. It is the County's goal to assure vendors that impartial and equal treatment is afforded to all <br />who wish to do businEjss with the County. The receipt of several bids does not necessarily constitute competitioni <br />especially if specificatipns are not complete, explicit and realistic, and/or are subject to changes in requirements or <br />conditions during the period in which the goods or services are to be furnished. In such cases where the <br />specifications recommended by a Department Head or others have the result of discouraging or precluding <br />competitive bidding, the responsibility for justification of such restrictive specifications shall rest with the <br />Department Head. In the event there is only one (1) vendor capable of providing a particular good or service, the <br />competitive pricing procedures outlined in this manual may be waived by the County Manager or Deputy County <br />Manager. Whenever alDepartment Head or his/her designee determines to purchase goods or services from a "sole <br />source", he/she shall document by completing the "Sole Source Justification Form" ("Appendix C)" and attaching to <br />the requisition. The provisions of N.C.G.S. 143-129 (Appendix "0") will be followed requesting Board of <br />Commissioners approval for this sole source exception. <br /> <br />2 <br /> <br />F-b <br />
