<br />Subject: <br /> <br />Purpose: <br /> <br />Policy: <br /> <br />Procedures: <br /> <br />Award of Bids <br /> <br />Make known how bids are awarded <br /> <br />It shall be the County's policy to award all bids in accordance with NC General Statute 143-129. <br /> <br />1. Bids shall be awarded to the lowest responsible bidder taking into consideration quality, performance, <br />technical support, delivery schedule, past performance and. other relevant factors. <br /> <br />1. Informal bids (under $90,000) are awarded by the Purchasing Agent. <br /> <br />2. Formal bids ($90,000 or more) are awarded by the Board of Commissioners based on recommendations by <br />the Purchasing Agent, afId..ilie interested Department Heads and the County Manager. <br /> <br />3. In the event of a Htie" bid, where price and other factors are absolutely identical, the successful bidder will <br />be chosen by a drawing certified by the Clerk to the Board of Commissioners. <br /> <br />4. For bids in excess of funds available, the Board designee and Purchasing Agent may enter into negotiations <br />with the lowest responsible b.idder making reasonable changes in the plans and/or specifications as may be <br />necessary to bring the contract price within the funds available; and may award a contract to such bidder <br />(upon mutual agreement) to perform at the negotiated price and within the amount of funds available. If <br />this cannot be accomplished, the County may re-advertise on the basis of altered plans and specifications <br />designed to lower the cost. <br /> <br />5. The County Manager may reject formal bids when deemed appropriate and in the best interest of Cabarrus <br />County pursuant to N.C.G.S. 143-129(a). <br /> <br />F"-~ <br /> <br />7 <br />
