<br />Subject: <br /> <br />Purpose: <br /> <br />Policy: <br /> <br />Procedure: <br /> <br />Bid Opening Procedures <br /> <br />Set forth a uniform method of opening sealed bids. <br /> <br />It is the County's policyithat all sealed bids (electronically received bids are not acceptable) for supplies, materials, <br />equipment and construction and repair be opened by the Purchasing Agent, or their designee, at the exact time and <br />date specified in the legal notice and on the bid request. The opening of a bid without the bidder's permission prior <br />to the bid opening date and time constitutes a misdemeanor. All bids will be opened publicly and late bids will not <br />be accepted and shall be returned to the sender unopened. County policy requires that all bids be made on the forms <br />provided by the County unless instructed otherwise. All formal bids should be opened in the meeting room of the <br />Board of Commissionersi with the clock on the wall of this room being the "official clock". <br /> <br />1. Bids shall be opened beginning with the exact time, on the date and at the place specified in the <br />advertisement for bids and bid request. <br /> <br />2. Formal bids must be accompanied by a five percent (5%) bid deposit of cash, cashier's check or bid bond (a <br />bank check or bank treasurer's check shall be considered equal to the cashier's check). Personal checks, <br />company checks, money orders, etc. will not be accepted. This requirement may be waived for Purchase <br />Contracts at the discretion of the Purchasing Agent. <br /> <br />3. Bids without proper deposit or bond shall not be accepted. <br /> <br />4. If bids are for construction or repair work and the cost is estimated to be $300,000 or more, three (3) bids <br />must be received or the bids are not to be opened, but re-advertised. Following re-advertisement, bids may <br />be opened regardless of the quantity received. <br /> <br />5. All bids shall be opened publicly with bids tabulated and made available to interested parties. <br /> <br />6. It shall be a practice not to award any bid until the Purchasing Agent and/or interested Department Head <br />have had ample time to review each bid proposal, and the Board of Commissioners have taken action as <br />necessary. <br /> <br />6 <br /> <br />F-B <br />
