General Service Administration
John W. Page Director

August 8, 2006

To: Mr. John Day, Cabarrus County Manager
Mr. Mike Downs, Deputy County Manager
Mr. Steve Little, Director Parks and Recreation
Cabarrus County Board of Commissioners

From: Mr. John W. Page, Director
Cabarrus County General Service Administration

Subject: Athletic Lighting Projects Bid at Frank Liske Park and Cox Mill School Park

After reviewing the bids received on Friday, August 4, 2006, Cabarrus County General
Service Administration recommends to the Cabarrus County Board of Commissioners to
award this bid to S &S Electrical Construction Company, Inc. at $670,700.00 as
submitted by Mr. Steve Little. The Frank Liske Project has an approved budget of
$213,300.00 and the low bid was $192,400.00, I recommend the funds saved $20,900.00
from the Frank Liske iPark Project be used towards the demolition and removal of two
sets of lights by in-house General Service staff. Our estimated cost for the demolition and
removal of these lights is $5,000.00 and 3 work days. The remaining $15,900.00 could be
used to fund the remQval of rocks by the contractor, if encountered.

Respectfully Submitted,

John W.
