<br />Planning Staff Report <br />To Cabarrus County Board of Commissioners <br />October 30, 2006 <br /> <br />Comments: <br /> <br />Code Considerations: <br /> <br />NCDOT- Shawn Riggs: The Department sees no issues and <br />has no comments regarding the rezoning of the subject <br />parcels from or to CR. <br /> <br />Cabarrus County Schools- Robert Kluttz: We see no <br />problem with this 12 acre parcel being rezoned from 01 to <br />CR since the property owner is constructing his own <br />residential structure on it. <br /> <br />City of Kannapolis- Richard Smith: The plan calls for this <br />area to be a future commercial or mixed use area. It seems <br />more appropriate for this to be part of a larger project. <br /> <br />Per the Cabarrus County Zoning Ordinance, lands in the <br />Countryside Residential district have a strong rural, pastoral <br />feel. Natural environmental elements such as tree lines, small <br />ponds, rock formations, and manmade elements such as <br />pasture fencing are to be retained, if at all possible. Although <br />the area is capable of handling higher densities of <br />development, development is kept at very low overall <br />densities. Development includes only the standard single <br />family detached dwelling. The site sensitive design concept is <br />carried out through performance based standards on <br />residential development with the technique of "clustering". In <br />general, clustering is an arrangement of physical structures <br />on land with an emphasis on retaining natural areas as open <br />space. It is the primary way in which development can be <br />successfully blended into the rural landscape. <br /> <br />This is a land use district created as a direct result of the <br />County's systematic area planning process. As a reaction to <br />the growth of the past decade (as much as 80% in some <br />townships) many residents are anxious to see their areas <br />retain the appeal that inspired the resident to make his/her <br />original investment. This district helps implement a growth <br />management philosophy before the fact rather than after. <br />Even when the area has access to public utilities, the overall <br />density will remain relatively low. In summary, the principle <br />purpose of this district is to provide some land area in the <br />County for a permanent country/rural residential life style. <br /> <br />Under the proposed rezoning request, the maximum density <br />permitted under the CR zoning designation is 1 unit per 2 <br />acres if developed as a conventional subdivision. <br /> <br />G--~ <br />
