<br />Planning Staff Report <br />To Cabarrus County Board of Commissioners <br />October 30, 2006 <br /> <br />Other Considerations: <br /> <br />NC 73 Small Area Plan: <br />The NC 73 Small Area Land Use & Economic <br />Development Plan designates this area to be Residential in <br />nature. It further specifies that this area should be <br />considered as Neighborhood General, a smaller component <br />of what could become a Neighborhood Center. This NC 73 <br />plan depicts a long-term build out of20 to 30 years, 'To <br />address the unforeseen possibility of development <br />occurring in a way that is not identical to the Master Plan, a <br />Framework provides a guide to long-term growth so that <br />the initial goals of the Master Plan are met." <br /> <br />The framework for the Neighborhood General component <br />of this plan is as follows: <br /> <br />· Intent: Create areas that are predominantly residential. <br />. Location: The Neighborhood Centers are located <br />throughout the study area, indicated on the Zone Map. <br />. Intensity: Building heights ranging from I to 3 stories <br />are required, with a minimum density of 3 to 5 units per <br />acre. <br />. Frontage Requirements: Buildings must define 60 to 80 <br />percent of the frontage of the block face. Operable <br />doors are required a minimum of every 60 feet. <br />. Mixture of Uses: Residential and live-work units are <br />allowed. Operable doors are required a minimum of <br />every 60 feet. Civic uses are allowed. <br />. Building Types Allowed: live-work, townhouses, <br />duplex or two family homes, single family detached, <br />civic buildings. <br /> <br />The NC 73 plan further designates the area around the pond <br />on the subject properties as a neighborhood green area. Per <br />the plan, Neighborhood parks and greens are located <br />throughout the study area. Each Neighborhood Center is <br />defined by a green. This open space provides an <br />opportunity for the Neighborhood Centers to create their <br />own distinct identity through memorable architecture and <br />civic art such as sculpture and water features. The <br />Neighborhood greens can become places of ceremony for <br />special event as well as day-to-day enjoyment for informal <br />play and relaxation. Additional greens are located <br />throughout the neighborhoods. As these neighborhoods <br />develop, the community can assess how they would like <br />each to be utilized.
