<br />Planning Staff Report <br />To Cabarrus County Board of Commissioners <br />October 30, 2006 <br /> <br />informal games or be designed for more specific uses such <br />as tot lots. <br /> <br />Northwest Area Plan: <br />The 1990 Northwest Area Plan calls for the subject <br />properties to be developed as medium density residential <br />uses with densities up to 4.5 units per acre. It also indicates <br />that the intersection ofNC 73 and Poplar Tent Rd. should <br />develop with commercial uses. The newest draft of the <br />Northwest Area Plan calls for this area to be developed <br />residentially at 1-3 units per acre. The draft plan indicates <br />that the intersection of Poplar Tent Road and NC 73 should <br />develop as a Neighborhood Center. The draft plan was used <br />as a basis for the rezoning map adopted by Cabarrus <br />County in 2005. <br /> <br />Conclusions: <br /> <br />The NC 73 Small Area Land Use Plan and map support the <br />development of the subject properties as residential. <br />However, the NC 73 plan defines these properties, part of <br />the larger Poplar Center, to be developed at higher densities <br />with the property located around the pond specifically <br />designated as a neighborhood green. Based on <br />development trends in the area and the C-2 zoning <br />designation in place near the subject properties, it appears <br />that the commercial component of a neighborhood center is <br />already developing. A medical office has been developed <br />on PIN# 4672-40-3559 and additional plans have been <br />submitted to the City ofKannapolis for a drug store, a <br />bank, a grocery store and other general retail. These uses <br />are all part of the approved Renaissance Square Retail <br />Center. <br /> <br />This rezoning could be considered an extension of an <br />existing CR zoning district. Under the Countywide Zoning <br />Atlas Amendment, adopted in June 2005, the general <br />consensus was that residential densities in this area of the <br />county should not be increased due to school overcrowding <br />and traffic congestion issues. <br /> <br />The NC 73 Small Area Plan was formulated in response to <br />high growth rates along the 73 corridor and is in reaction to <br />scattered, disconnected growth in the towns of Davidson <br />and Huntersville, the cities of Kannapolis and Concord, and <br />Cabarrus and Mecklenburg Counties.
