<br />Planning Staff Report <br />To Cabarrus County Board of Commissioners <br />October 30, 2006 <br /> <br />connected development that will create high-quality <br />development, balance jobs and housing, provide livable <br />mobility, create meaningful open space, and encourage the <br />area to be built in a sustainable manner. Moreover, the <br />intention of the plan is to make NC 73 a livable corridor. <br /> <br />While approval of this rezoning will allow one area of the <br />NC 73 Small Area Plan to be developed under the <br />designated Neighborhood Center use as prescribed, it will <br />remove the pond area from the neighborhood green <br />designation and permit housing to be built in an area <br />designed as open space. <br /> <br />Recommendation: <br /> <br />The proposed rezoning meets the overall residential <br />component of the NC 73 Small Area Land Use Plan. The <br />proposed CR zoning (0.5 units per acre) designation, does <br />not, however, meet the intensity of residential development <br />specified in the plan for the parcels under consideration <br />(minimum of 3 to 5 units per acre). Rezoning the subject <br />properties would also permit an area designated as open <br />space to be developed residentially. Since the proposed <br />rezoning request is not compatible with all elements <br />described in the NC 73 plan, the Board should consider the <br />information presented and decide whether or not amending <br />the subject property's zoning classification to CR is <br />appropriate as it relates to the Commissions vision for this <br />area ofCabarrus County. In addition, development trends <br />in this area already support the proposal set forth in the NC <br />73 plan for this area (including the subject property) to <br />develop as a neighborhood center. <br /> <br />G-L\ <br />
