Emergency Assistance: Emergency assistance is provided when there is an <br />actual employment related crisis situation involving the family. Recipients are <br />generally referred to the Crisis social workers for EA assessment and assistance. <br />3. Employability Assessment: The Work First social workers complete the <br />Employability Assessment for those active Work First recipients who apply for <br />and are now receiving Work First Cash Assistance. <br />4. Employment Services: Employment Services are provided by the Work First <br />social workers. <br />5. Other Supportive Services: Various units in the Adult and Family Services <br />Division provide other supportive services at DSS. External supportive services <br />are provided by the various agencies and departments named earlier in the <br />Supportive Services Section. <br />6. Eligibility Determination: Eligibility determination is provided through the <br />Intake and Review units of the Economic Services Division at DSS. Eligibility <br />and employment services are separated functions in Cabarrus County. <br /> <br />C. First Stop <br />As of July I, 2006, Cabarrus County DSS entered into a contract with ESC for the <br />services of an out posted Employment Consultant I to provide ESC job services to <br />Work First recipients. That is the primary duty of the Employment Consultant 1. <br />The Employment Consultant I will do I st Stop registrations when needed. If <br />workload does not permit or applicant does not wish to wait, they can go to the local <br />ESC office to complete 1st Stop. (A I st Stop Memorandum of Understanding between <br />Cabarrus County DSS and ESC is included in the Plan). <br /> <br />D. Child Care <br />Cabarrus County DSS had to implement a waiting list for subsidized childcare with <br />certain exemptions for specific categories. The Work First Recipients who are <br />receiving Employment Services are one ofthose specific categories which are exempt <br />from the waiting list. <br /> <br />E. Transportation <br />Transportation is the primary supportive service needed to enable Work First <br />recipients to maintain employment. Cabarrus County DSS will make every effort to <br />ensure that Work First recipients are able to access the necessary transportation to <br />allow them to obtain and stabilize themselves on a job. "Stabilize" in this context <br />refers to networking with other employees at their place of work, family, friends, etc. <br />to work out permanent ongoing transportation after the DSS supportive transportation <br />ends. At present funding levels, Cabarrus County DSS will be able to assist <br />recipients with transportation from the time they are employed up to 30 days beyond <br />their date of employment, with the exception of Job Bonus recipients who may <br />receive 90 days of transportation. <br /> <br />F - \\ <br />
