16

Cabarrus County has a Transportation Department, which operates the human
services transportation system, which is known as Cabarrus County Transport
Service (CCTS). Social Workers at DSS determine eligibility for Transportation
Services, enter eligibility information into a database, which is accessed by County
employed schedulers in the Planning Department. The potential rider calls the
scheduler, who'in turn contacts CCTS or another resource for transportation. In
addition, Cabarrus County has access to a public bus system, C-K Rider. Other
resources are primarily taxis.

It is estimated that there will be approximately $150,000.00 available for work and
work-related transportation during the 2-year period of2007-09. Due to those limits,
it is doubtful that there will be funding available to support transportation needs for
former Work First recipients who are no longer eligible and are working. We are
only able to prOvide assistance through the job bonus period.

F. Substance Abuse Services
The Work First Employment staff utilizes substance abuse screening tools identified
by DMH/DD/SAS on all recipients who apply for WFF A or those who are 'child
only' cases. The Employment Social Worker completes the screening and assesses
the need to refer. The procedure for the following scenarios is as follows:
. Ifthe assessment is negative (no evidence of substance abuse), the recipient signs
the release form in the event that they should develop a problem during the time
they are WFF A recipients. This release allows the social worker to make referrals
to identified agencies and also to allow follow-up with agencies to assure that the
recipient is complying with recommended treatment provided by the counselor as
indicated in the Mutual Responsibility Agreement (MRA).
. If the assessment is positive (evidence of substance abuse), the social worker
contacts caSe management at Piedmont Behavioral Healthcare, Cabarrus Center.
The case manager schedules an appointment, sends an appointment letter, and
notifies the social worker of the appointment. The social worker and case
manager have contact to assure that the recipient is keeping the appointments and
following through with recommended treatment.
. If the assessment is negative, but the social worker suspects by actions,
appearance, and conduct that some substance abuse may be present, the Substance
Abuse Screening Tool is used. If the result of this is positive, the recipient is
referred to 'Piedmont Behavioral Healthcare, Cabarrus Center for assessment.

G. Family Violertce Option
The Notification of Family Violence Option form is reviewed with each recipient
assessed in Work First, with the exception of 'child-only' cases.

If the social worker has a recipient with a domestic violence issue, they can assist
them as needed with domestic violence funds, and refer them to Cabarrus Victims
Assistance Network (CVAN), counseling at DA YMARK Recovery Services, or
private counseling, Presently, CVAN does not work directly with DSS due to their

~-n
