<br />21 <br /> <br />3. Benefit limits are $300.00 per year, beginning on the date that the previous <br />benefit was received. Examples of assistance include, but are not limited to the <br />following: <br />a. Tools <br />b. Unifonns <br />c. Car repair <br />4. Benefits must be short-tenn and non-recurring and must be directly related to <br />securing or maintaining gainful employment to ensure payment of child support <br />benefits. <br />5. In order to receive the short-tenn financial assistance, the non-custodial parent <br />must provide proof of employment or job promise from an employer and needs <br />appropriate tools, unifonn, or care repair to secure that particular job. <br />6. Financial benefits will not be paid to assist non-custodial parents in looking for <br />work. The benefit must be directly linked to an actual job. <br /> <br />IX. Exemption from the Work Requirement <br />The following exemptions from the work requirement will be in place: <br />· The parent of a newborn child will be exempted for I year. If they desire, they will <br />be allowed to give up this exemption and participate, but will be able to reclaim the <br />exemption during this time if they choose to do so. <br /> <br />OPTIONAL PLAN ELEMENTS <br /> <br />X. Innovative County Strategies <br /> <br />An Informed Decision About Work First and Emplovment <br />Due to the need to encourage work and serve Work First mandatory families with <br />employment services, Cabarrus County DSS has revamped its highly successful New <br />Focus method of diverting families from welfare to self-sufficiency. The New Focus, <br />had as its primary objective, a family assessment prior to any application for assistance at <br />DSS. Through this assessment, many needs were identified, and addressed. In 49% of <br />the cases, an application for Work First is not needed. This is done so that applicants can <br />get a clear picture of what the expectations are of someone applying for Work First. <br /> <br />The New Focus system operates as follows; <br />· When a potential applicant comes to the department and requests Work First on the <br />agency fact sheet, they see eligibility Intake. If it is an adult case, the applicant is <br />infonned that they must do the following: <br />I. Attend an orientation session prior to applying for WFF A. They are given a flier <br />that infonns them of the schedule for Orientation, which is the first step in the <br />Work First application process. <br />2. Encouraged to see an ESC Employment Consultant to complete a 1 st Stop <br />registration after they attend Orientation. If a client is an applicant for WFF A, <br />they must complete a I st Stop registration in order to apply for WFF A cash <br />benefits. <br />3. Have the opportunity to apply for Medicaid and/or Food Stamps on the day they <br />first come to the office and see a Crisis worker about any program in that area. <br /> <br />\=-\1 <br />
