The Generally Assembly also
reauthorized this law with no expiration date. The most significant change was the
provision of services to children in 'child only cases' by allowing us to use federal funds
for Work First Cash Assistance and transfer these funds from the TANF Block Grant to
the Social Services Block Grant to pay for home studies, attorney fees, and other
adoption expenses, as well as provide an ongoing cash payment for the adoptive family,
similar to cash payments received through Adoption Assistance. This will provide for
children who are living with relatives to be able to be adopted into a more stable living
situation.

Career Skills for Success Proeram
In Cabarrus County's effort to assist the State in meeting the federal participation rates,
the department has developed and submitted an application to the NC Division of Social
Services for special funding to address the problem. Cabarrus County DSS will partner
with Rowan-Cabarrus Community College to prepare clients with skills for work that
employers' request. This effort will be supported by intensive social work management,
supportive services, and consequences for not cooperating with the program.

'f- y\
