Box 707 <br />Concord, NC 28026-0707 <br /> <br />Dear Chair Robert Carruth and Cabarrus Commissioners: <br /> <br />Rowan-Cabarrus Community College (RCCC) has received a request from the <br />Cabarrus County Schools and the Kannapolis City Schools to increase <br />enrollment in two RCCC programs currently operating at the Cloverleaf Center. <br />The Cosmetology Program currently has 40 Cabarrus County Huskins Program <br />Students (20 juniors and 20 seniors) attending classes at the Center and the <br />county's school districts would like to double this enrollment as soon as possible <br />(40 additional students). . <br /> <br />RCCC also operates an i::sthetics Program at the Center which does not <br />currently have a high school (Huskins Program) component Esthetics <br />technology has become increasingly popular as it stresses the application of <br />competency-based knowledge, scientific/artistic principles, and hands--on <br />fundamentals associated with the art of skin care. The twoCabarrus school <br />systems have requested that RCCC commence offering a Huskins component of <br />the Esthetics program to 32 high school students per year (high school juniors or <br />seniors) <br /> <br />The Senior Leadership Team of the college has reviewed this request in terms of <br />the state operational budget, and there is consensus that this is a viable request <br />that will be mutually beneficial to the college and our public ~choo' partners if. <br />supported by Cabarrus County. <br /> <br />Proaram filstorv <br />RCCC assumed responsibility of the Cosmetology program of Cabarrus County <br />Schools in August 2003 at the request of Superintendent Winkler. . The program <br />had previously operated. out of the Cabarrus County Schools Administrative <br />Office on Highway 29 (CiJrrently the Cabarrus County BusinessaridTechnology <br />Genter). Dr. Winkl~r felt that it was an unnecessary duplication ()f state . . <br />resources to create:a new p.hysicalstructure {or this program in the public <br />schools. when RCCC had. an existing facili.ty that was centrally located and <br />convenient to the Cabarrus County Schools' student base. . <br /> <br />r-~" ~L" <br />
